Even over de grens: Afrika is geen land… – Voor degene die het Debatcentrum De Grens voor het eerst bezoeken: de redactie heeft mij toegestaan om maandelijks een causerie te houden onder de titel ‘Even over de grens’, waar ik dan even met u afreis naar het Zwarte Continent Afrika.
Het zal ergens tijdens mijn studie politicologie geweest zijn dat er in Tanzania een discussie losbarstte nadat in het Serengeti National Park een aantal Westerse toeristen waren aangevallen door een groep wilde dieren. Naar ik meen een leeuwenkolonie. Er vielen helaas doden onder de leeuwen en enkele toeristen raakten gewond. Wereldnieuws dat eigenlijk geen wereldnieuws mocht zijn. Wilde de Tanzaniaanse regering voorkomen dat het westerse toerisme zou opdrogen, dan moest ze zorg dragen dat die beesten zich koest hielden. Dat was zo’n beetje de strekking van de discussie. Een discussie die de bevolking van Tanzania volledig langs zich heen liet gaan. Nooit eraan gedacht om die beesten in dat natuurgebied duidelijk te maken dat ze mee moeten doen aan het spelletje waarvoor de toeristen zijn gekomen. Dat het weleens mis kan gaan, het zal de Tanzaniaan een grote zorg zijn.

Dat bericht moet nu alweer zo’n dertig jaar oud zijn. Tegenwoordig zijn het niet slechts plukjes toeristen die de savannes van het Afrikaanse continent afstruinen om The Big Five van dichtbij te zien. Het zijn complete hordes die nu de verschillende nationale parken en andere bezienswaardigheden bevolken. Alles om de nog vaak ongerepte natuurlijke rijkdommen te kunnen aanschouwen. In een enkel geval wil een regering voor heel veel geld een rijke Amerikaan de kans geven om een geliefde leeuw af te schieten.
Tegen de nog steeds groeiende invloed van het Westen en China
Terwijl veel Afrikaanse regeringen het toerisme aanmoedigen en hiervoor allerlei drastische maatregelen nemen. Tot aan het verjagen of zelfs vermoorden van inheemse herders en het deporteren van volkeren uit hun habitat. Geen wonder dat vooral jonge Afrikanen hiertegen in opstand komen. Zelfbewuste jonge academici, maar ook een sterk opkomende middenklasse, die met lede ogen de nog steeds groeiende invloed van het Westen en China in Afrika gadeslaan.
Een uniek natuurgebied
De westerse onbekendheid met het continent maakt dat Afrika voor veel westerlingen nog steeds iets mysterieus, gevaarlijk en kinderlijk heeft. Gelukkig ontwikkelen verschillende landen in Afrika zich snel op een zeer behoorlijk niveau. En ja, Afrika is geen land, maar een uniek continent, zoals De Maashorst geen gemeente is, maar een uniek natuurgebied.
