Mijn aanvankelijke conclusie was dat de traditionele (schijn)tegenstelling Uden-Veghel nu wel heel erg rigoureus werd uitgespeeld. Voor mijn gevoel was die zogenaamde tegenstelling altijd een uiting geweest van twee gemeentes die zoveel op elkaar leken dat ze waren voorbestemd om samen te gaan. En zo leek het lange tijd ook te gaan: de industrie van Veghel en de dienstverlening in Uden. Samen waren ze onverslaanbaar. Niet dus.
Speelt Uden voortdurend ‘hard to get’?
Daar waar ik aanvankelijk Veghel van kinderlijk gedrag verdacht, stelde ik mijn mening bij na een informeel gesprek met iemand die in Veghel op het gemeentehuis werkt. Hij is niet in Veghel geboren en heeft er ook nooit gewoond, hij heeft gewoon een baan op het gemeentehuis van Veghel. Hij onderschreef mijn observatie van de blijheid bij de Veghelnaren om van Uden af te zijn met een enthousiasme die ik absoluut niet gewend was van hem. Volgens hem hadden de onderhandelaars van Uden zich gedragen als prima donna’s. Er werd voortdurend ‘hard to get’ gespeeld. En op momenten dat ze in Veghel dachten dat alles in kannen en kruiken was, namen de Udense onderhandelaars zo’n beetje alles terug wat ze hadden toegezegd en konden ze helemaal opnieuw beginnen.
De analogie met wc eend
Ik was er natuurlijk niet bij en kan dan ook geen definitief oordeel vellen. Er zal aan Veghelse kant ongetwijfeld ook niets geschort hebben, maar het beeld van Uden als prima donna kwam mij niet helemaal vreemd voor. Het valt mij als Udenaar redelijk vaak op dat Uden nogal een hoge dunk heeft van … Uden.
Uden wil niet bij Meierijstad, maat wat dan?
Even in vogelvlucht. In september 2013 – dus nog voordat Veghel definitief voor Meierijstad kiest – is er een Udens raadsbesluit dat de gemeente open staat voor opschaling. Het college krijgt opdracht in gesprek te gaan met Landerd, Boekel, Bernheze, Mill en Sint Hubert. En in december komt het college tot de conclusie dat aansluiten bij Veghel, Schijndel en Sint Oedenrode geen oplossing is. Blijkbaar is dat dus wel aangeboden. Maar Uden wil niet. De overige genoemde gemeenten hadden op dat moment overigens geen enkele behoefte aan opschaling.
De kannibalistische neiging van Uden
Nieuwe coalitie, nieuwe kansen. Samengevat in een nieuw programma: ‘Samen voor vitaal Uden’. Op zich een kannibalistische titel, want om een vitaal Uden te creëren moeten andere gemeentes worden verorberd. Maar dat terzijde. Uden wil een actieve rol gaan spelen. In gesprekken met het college en burgemeesters van andere gemeentes wil Uden niet alleen informatie halen maar ook brengen. En wat is die informatie die Uden brengt dan wel? Nou gewoon hoe geweldig Uden is. Uden staat voor Gezamenlijk, Gastvrij, Gezellig, Gezond en Groen. Dat wil toch iedere gemeente?
Een ‘geniaal’ uitgangspunt
De nieuw te vormen gemeente moet naast Uden ook Landerd, Bernheze en Boekel omvatten. Zelfs Oss wordt vooraf niet uitgesloten. Dus daar kon de vlag ook uit. De centrale gedachte van deze nieuwe gemeente moest worden ‘wonen, uitstekende voorzieningen en recreëren.’ Waanzinnig. Dat ze daar in Landerd, Bernheze en Boekel niet eerder aan gedacht hadden. Een gemeente waar je kunt wonen, waar goede voorzieningen en zijn en waar je ook nog eens kunt recreëren. En met name dat laatste zou zich dan uiteraard moeten afspelen op de Maashorst. Vandaar waarschijnlijk de naam ‘een Maashorstgemeente’. Geniaal.
Alleen Zeeland wil bij ons horen
Daarom is het ook zo vreselijk jammer dat geen van de andere gemeentes geïnteresseerd is. In het gemeentehuis van Oss liggen ze waarschijnlijk nog te schuddebuiken van het lachen over zoveel hoogmoed, de bestuurders Bernheze vragen zich waarschijnlijk af of hun collega’s in Uden nog wel volledig bij hun verstand zijn en in Boekel weten ze al jaren dat dat niet het geval is. Oh wacht even, ik vergeet er één … Landerd. Landerd is wel geïnteresseerd. Héél Landerd? Nee, dat dan weer niet. Alleen een kleine nederzetting met de naam Zeeland spreekt zich onvoorwaardelijk uit voor samengaan met Uden. Schaijk wil in meerderheid naar Oss en Reek weet het even niet.
Een nieuwe gemeente met vooraf ingebouwde weerstand
Tja, daar staan we dan als Uden. Donderdag 8 november tekenen de gemeenteraden van Landerd en Uden een principeakkoord over de samenvoeging. Met vooraf ingebouwde weerstand. Want ik kan nu al verklappen dat de inwoners van Schaijk op alle mogelijke manieren dwars gaan liggen. En geef ze eens ongelijk. Ze wilden al niet bij Landerd en nu dit!
De onttakeling van een imago
Niks Gezamenlijk, het wordt ieder voor zich. En ook die G van de gezelligheid die we in Uden blijkbaar zo koesteren, kan er af. Het wordt verre van gezellig, het wordt driedubbel stressen. En stress – dat weet iedereen – is niet goed voor je gezondheid. Exit de G van gezondheid. En ik weet niet of u ooit wel eens op bezoek bent geweest bij een stel dat ruzie heeft. Dan weet u dat je je op zo’n moment niet erg welkom voelt. Vergeet dus ook die G voor gastvrij. Blijft over de G van groen. Maar dat krijgt onderhand wel een geel randje. Van ergernis.
Een verdrietige aflevering van het mooiste meisje van de klas
Hoe is het toch mogelijk? Zo vraag ik mij tot slot af. Hoe is het mogelijk dat de prima donna Uden is verworden tot een muurbloempje waarmee niemand wil samengaan? Het is als een hele verdrietige aflevering van ‘het mooiste meisje van de klas’.
