‘Gemeente Maashorst betekent voor mij: energie, schouders eronder, mensen opzoeken: vooruit!’

Het duurde even voordat Jeroen van den Heuvel de juiste richting had gevonden in z’n professionele leven. Op de basisschool vonden ze hem te druk en bedachten dat hij iets met z’n handen moest gaan doen. Hijzelf kwam na een VMBO, MBO horeca-opleiding en twee jaar bedrijfsleiderschap in een zalencentrum in Aarle-Rixtel tot de conclusie dat hij weliswaar heel graag met mensen werkte, maar op een andere manier dan in de horeca. Een opleiding Sociaal Pedagogische Hulpverlening (SPH) was voor hem teveel in de richting van de persoonlijke begeleiding, maar Cultuur Maatschappelijke Vorming (CMV) voelde eindelijk als thuiskomen. Aan het einde van zijn studie aan de HAN in Nijmegen ging hij als stagiaire aan de slag in Mill en inmiddels is Van den Heuvel vijf jaar actief als professioneel jongerenwerker bij The Unit in Boxmeer.
Van den Heuvel werd 31 jaar geleden geboren in Veghel, maar hij groeide op in Zeeland. Een dorp waaraan hij zijn hart zó sterk heeft verpand dat een poging om samen met zijn vriendin Line in Nijmegen te gaan wonen, mislukte. Gelukkig voelt Lina zich ook thuis in Zeeland.
Van den Heuvel raakte op twintigjarige leeftijd politiek geïnteresseerd toen hij voor een schoolproject in aanraking kwam met maatschappelijke wijkinitiatieven: ‘Dat vond ik zó interessant dat ik in de toekomst voor een gemeente wilde werken. Als ambtenaar dus. Ik heb toen als minor ‘politiek beleid en overheidsmanagement’ gedaan en heb samen met iemand anders onderzocht hoe je zelfsturing onder jongeren kunt stimuleren. Tijdens dat project heb ik heel veel inspiratie geput bij een teamleidster van de gemeente Veghel en haar collega. Bijvoorbeeld hoe je een wijk in kunt gaan om informatie “op te halen” in plaats van mensen naar een loket te laten komen. Ongeveer in diezelfde tijd was er in Zeeland een actiegroep actief die heette “Zorg om Zeeland”. Dat ging over de vraag of een basisschool in het centrum van Zeeland moest worden gevestigd. Het merendeel van de bevolking was faliekant tegen, maar de gemeente drukte het er toch door. Toen had ik zoiets van: “Zo ga je niet om met mensen en de ideeën die er leven. Dus toen ik – met de verkiezingen in aantocht – werd gevraagd om mee te doen met “Vereniging Herindelen”, heb ik “ja” gezegd. En van het één kwam het ander.’
Meer actiegroep dan politieke partij
‘We waren meer een actiegroep dan een echte politieke partij. Ons enige programmapunt was opschalen. Desondanks werden wij de grootste partij en kwam onze voorman Cees van Dongen onverwacht te overlijden. Een hele heftige en turbulente tijd. Ik had nog geen enkele politieke ervaring, maar moest wel iets vinden van zaken waarover ik eigenlijk geen standpunt had. Ik had behoefte aan meer inhoud en gelukkig met mij meer mensen in de partij. Daar heb ik mij samen met Bas Keizer intern ook heel sterk voor gemaakt. En dat leidde uiteindelijk tot “Maashorst Vooruit”.’
‘We hebben voor deze naam gekozen om onze politieke opstelling van opschalen zo helder mogelijk neer te zetten. “Maashorst” omdat dat gewoon de meest mooie en logische keuze is voor de nieuwe gemeente. En “Vooruit” om aan te geven dat we vooral niet willen blijven hangen in het verleden. Energie, schouders er onder, mensen opzoeken: vooruit!’
Aanjager van samengaan Landerd en Uden
‘Maashorst Vooruit’ kan worden gezien als de grote aanjager van het samengaan van Landerd en Uden tot de gemeente Maashorst. En natuurlijk is Van den Heuvel bekend met de kritiek dat het grootste deel van het natuurgebied met dezelfde naam in Oss en Bernheze ligt. Ook weet hij dat deze gemeentes – samen met Landerd en Uden – veel financiële middelen en energie hebben gestoken in ontwikkeling en promotie van dit natuurgebied. Maar hij is het absoluut oneens met de stellingname dat Landerd en Uden met deze naamkeuze aan de haal gaan met deze gezamenlijke inspanningen: ‘Ik vind dat Oss een agressieve houding heeft als het gaat om opschaling en herindeling. Je kunt echt zien dat ze op zoek zijn naar de kerkdorpjes omdat een aantal politieke partijen daar goed op scoren bij de kiezer. Ik snap ook wel dat ze afgeven op die naam omdat het inderdaad een regionaal initiatief is. Maar wij zijn gewoon de eerste die zich daarop hebben georiënteerd en die elkaar daarop hebben gevonden.’
Ook de kritiek van de voorzitter van de landelijke adviescommissie inzake gemeentenamen Ferjan Ormeling is voor Van den Heuvel geen reden om zijn mening bij te stellen: ‘Ja, dat is een man ergens uit het noorden van het land die geen enkele binding heeft met deze regio en absoluut niet kan inschatten wat de naam “Maashorst” teweeg brengt hier in de gemeenschap.’ En op de overweging dat de adviescommissie met een negatief advies de minister van Binnenlandse Zaken zou kunnen bewegen om de naam te verbieden reageert Van den Heuvel met: ‘De Landerdse gemeenschap zou het bijzonder jammer vinden – en dan druk ik me nog zachtjes uit – als de nieuwe gemeentenaam niet ‘Maashorst’ zou worden. Dan denken veel inwoners van Landerd toch: “Zie je wel. Er is helemaal niets gelijkwaardigs aan. Het is niets meer dan aansluiten bij Uden.”’
Is dit slechts het begin van een langjarig herindelingsproces?
‘In het eerste rapport over de toekomst van Landerd was er sprake van een samengaan van Bernheze, Landerd en Uden. Maar Bernheze haakte al snel af en toen sloeg de twijfel ook op andere plekken toe. Vandaar dat we zijn gestart met enkel Landerd en Uden. In ons verkiezingsprogramma benoemen we dat als een eerste stap om te komen tot een krachtige Maashorstgemeente. En wat mij betreft sluiten de aanliggende dorpen van Bernheze zich daar op termijn bij aan. Maar ik vind het lastig om daar uitspraken over te doen. Bijvoorbeeld omdat ik zie hoe moeilijk ze het in Schaijk vinden om te beseffen dat we het samen gaan doen. Dat het geen kwestie is van ‘aansluiten bij’. Daar moet ik mij als iemand van buitenaf niet mee bemoeien, zoals Oss dat wel heel agressief in Schaijk en Bernheze heeft gedaan. De dorpen moeten dat zelf aangeven. Ik vind Nistelrode en Vorstenbosch heel goed bij ons passen, maar dat idee moet daar politiek eerst landen. En dat kan heel lang duren, weet ik uit ervaring.’
Maximale participatiemogelijkheden inwoners
Van den Heuvel beseft dat het samengaan van de twee gemeentes in Landerd veel sterker leeft dan in Uden. Toch is hij ervan overtuigd dat ook dat goed komt: ‘De manier waarop de inwoners, instellingen, organisaties en andere stakeholders in Landerd en Uden kunnen meedenken en bouwen aan de nieuwe gemeente is uitgebreider dan bij welke andere herindeling die ooit heeft plaatsgevonden. Maar we doen het dan ook op een volstrekt andere manier, met die challenges. We halen de informatie narratief op. Dus niet aan de hand van cijfers, maar van verhalen. Dat is in het begin heel abstract en levert ook angst op bij de politieke partijen. Omdat niet bekend is hoeveel mensen dit of dat hebben gezegd. Maar goed, het gaat de mensen natuurlijk pas echt interesseren als we het nieuwe beleid gaan uitvoeren. Subsidies, afval, zaken die de mensen echt merken en voelen. Het belangrijkste is dat er onder dat beleid waar we met z’n allen inspiratie uit kunnen halen. Dat leidt dan tot speerpunten als “prachtige dorpen en wijken”. Dat is één van de zaken die we met die verhalen hebben opgehaald. En wat is belangrijk voor die “prachtige wijken en dorpen”? Voorzieningen. Verenigingen die zich er vestigen. Dan kom je bij de basisbeginselen van wat mensen prettig doet wonen.’
Waarom deze nieuwe gemeente?
Over de vraag ‘waarom de nieuwe gemeente’ er moet komen, is Van den Heuvel helder: ‘Om daadkrachtig te kunnen optreden in de regio. Onlangs waren er berichten over begrotingen en die waren niet echt rooskleurig. Er zijn grote uitdagingen die onze regio overstijgen, maar die wel met dezelfde pot geld moeten worden gerealiseerd. En je staat bestuursmatig nu eenmaal sterker wanneer je méér inwoners vertegenwoordigt. Een totaal andere reden om deze fusie te realiseren is dat het mogelijkheden biedt om afstand te nemen van zaken die niet lekker lopen. Opnieuw naar de tekentafel. Dat leeft echt. Met name onder politici van een nieuwe generatie waartoe ik mezelf nog net reken. Die staan absoluut open voor veranderingen.’
